Lomonosov (Arkhangelsk, Russia) e-mail: ylich.zz@rambler.ru AbstractThe paper looks at the views of Russian economists who have contributed to the development of environmental economics in Russia. The author examined key issues and challenges of environmental economics over the past century. Most of the works of Russian economists published up to the early 1970s dealt with the economic evaluation of natural resources. Starting from the early 1980s, environmental protection is put in the forefront, as well as the principles of and charges for the use of natural resources. These charges were seen as compensation to the population for the harmful effects produced by such use. The issues and challenges of man-made environmental impact assessment as well as the dynamics and extent of environmental degradation generated the interest in eco-friendly manufacturing. The 21st century concept of sustainable development, proposed at the United Nations Conference on Environment and Development in Rio de Janeiro (Brazil) in 1992, confirms the author’s thesis about the relevance of the issue under study. This concept suggests territorial development and use of natural resources that meet the needs of the present without compromising the ability of future generations to meet their own needs. Using this concept to draw up and implement the state development strategy, one can improve the socioeconomic and ecological conditions in Russia. Having analyzed the works by Russian economists, the author summarized the existing scientific approaches and theories in the field of environmental management and presented them in a diagram.
