Abstract

The paper analyzes the present situation and opportunities for social interaction between the civil
society and authorities in the Arkhangelsk Region. For the sociological analysis of the situation the
author used social audit. The main purpose of municipal social audit in a local social space is to assess
the social dialogue between the municipal authorities and the population. Three components are
evaluated: reputation of the municipal authorities; social wellbeing; social capital and social potential of
the municipality. Social audit can be considered an efficient tool for strategic management and social
partnership, ensuring a dialogue between the parties concerned on the basis of reliable results of a
voluntary, independent and objective audit survey that aims to achieve consensus in the regulation of
social relations.
