Abstract

The article is devoted to the development of labour potential through the system of lifelong education. The author considers the comparative concepts of labour potential, labour force, labour resources and human capital, as well as problems of labour potential in the Arkhangelsk region. A complex of measures in the development of lifelong education up to the year 2015 is described.
