Abstract

The article is devoted to the issues of social assistance to servicemen’s families in Khakassia during the Great Patriotic War. The main source base for the study was the official documents of local party authorities. The provisions of existing legal acts were not always implemented by the executive authorities. Archival sources show that the social assistance provided to the families of frontline soldiers was either untimely or insignificant. This was primarily due to objective circumstances caused by the shortage of funds and resources available to regional and local authorities. The implementation of social security measures for servicemen’s families was accompanied by numerous difficulties. Since 1943, support for servicemen’s families in the country has been organized. In Khakassia, special departments for state support and military families were established with a delay. The difficult financial situation of the front-line soldiers’ families and serious shortcomings in the work of social security staff resulted in numerous letters of complaint. Various types of complaints, sent to local authorities, have been reviewed. The veterans’ families applied mostly for employment, financial and household assistance. It was especially difficult for large families of frontline soldiers, who needed additional government assistance. Examples of the indifferent and bureaucratic attitude of officials and factory managers to the needs and requests of the population are given. Overall, even during the wartime, the state’s social policy was aimed at supporting the low-income population. Providing material and social support to servicemen’s families was one of the country’s top priorities. Workers’ collectives, Komsomol and trade union organizations, as well as individual citizens provided assistance to servicemen’s families.
