Today, development and application of optimality criteria to management decisions affecting the strategic planning of the socioeconomic development of the Russian North is important in terms of forming an efficient model for long-term regional management. Strategic planning of innovative socioeconomic processes and development programmes for the northern territories of Russia is important today due to the specificity of current sociopolitical and economic trends in the country’s development and mostly superficial approach to optimality criteria for such planning. The study applied the following methods: structural and functional; comparative; project method; analysis of documents on the development of the northern and Arctic regions of Russia. The article analysed the mechanism of devising management decisions on strategic planning of the socioeconomic development of the Russian North. For practical use, we worked out selection criteria for optimal policy and management decisions on strategic planning of long-term development of the Arctic and subarctic areas of Russia.
