Treatment and rehabilitation at resorts is a most important form of tourism aiming to improve the socioeconomic indices: higher fertility and population growth, reduced mortality and morbidity, as well increased tax revenue and better economic situation in the region. To study the resort potential, the author looked at clustering as a mechanism for increasing competitive ability of various industries, including resorts. Resort and recreation cluster is defined as a set of interrelated health resorts as well as therapeutic and recreational activities at the same place complementing each other. The Perm Krai ranks 4th in terms of the number of specialized accommodation facilities after the Republic of Bashkortostan and Sverdlovsk and Chelyabinsk Regions. The limiting factors in the development of the region’s resort industry are the lack of health resort organizations, as compared to other Russian regions, and underdeveloped resort infrastructure. The Perm Krai has huge reserves of natural medicinal resources that can be used for treatment and rehabilitation. New resort areas in the region can boost the development of medical tourism, which is reflected in a growing number of resort organizations, more tourists and better economy in the region.Keywordsmedical tourism, resort treatment, socioeconomic mechanismReferences
