Lomonosov (Arkhangelsk, Russia) e-mail: evmenov@list.ru AbstractThe article presents some shortcomings of normative legal acts in the sphere of government and municipal services (administrative barriers). Current administrative regulations of state authorities and local government bodies of the Arkhangelsk Region concerning the provision of government and municipal services have been analyzed. The author makes a conclusion that, in spite of the seeming order in the development, adoption and implementation of administrative regulations on government and municipal services, the state authorities and local government bodies are the ones to determine the list of services, as well as the order and time frame of their provision. All existing administrative regulations in the Arkhangelsk Region, instead of making it easier for the applicants to receive quality services in short time, create obstacles to business and investment activity in the region. Another consequence of the shortcomings of the current legislation is the lack of personal responsibility among state and municipal officials when it comes to government and municipal services provision. In the Arkhangelsk Region, there is no system developed to monitor and control the provision of these services. The author’s proposals to state authorities and local government bodies of the Arkhangelsk Region can form the basis for the development of relevant administrative regulations on the provision of public and municipal services in the region.
