However, in spite of the all-embracing innovations, the practice observed in Russia in this field sustains the opposite. At the same time, an effective government procurement system can help achieve national priorities of the country’s social and economic development. Systems approach should serve a scientific basis to develop the government procurement system. This system should be considered as a complex administration and control system; thus, we should use the systems approach to the development of administration and control systems, which has already been broadly applied. For instance, the experience of developing and operating complex automated management systems can be useful. For that purpose, the author suggests using the internationally recognized definition of effectiveness of public spending. Based on the systems approach, the paper analyzed the Federal Law no. 44 “On the Contract System in the Sphere of Procurement, Works and Services for the State and Regional Needs”. The author of the article believes that the contractual system requires further development and names the applicable spheres. The criteria for choosing the object of procurement should be changed in favour of Russian goods, provided that they have actually, not nominally, been produced in the country. The expenditure on government procurement of goods, works and services should be compared to other categories of public spending, i.e. salaries for the core workforce.
