Abstract

The paper analyzes how the Ministry of the Imperial Court obtained building sites for its construction projects under Nicholas I. The author points out three methods of getting lots and scrutinizes them providing examples. The first strategy involved a purchase of private property. The author looks into the process of negotiations with private property owners and points out that, despite the fact that the Ministry sought to buy estates for a minimal price, in some cases the emperor made exceptions to this rule. The paper also examines the cases when the ministry took government property without any compensation. This tactics was used to build the palace of Grand Duke Nicholas Nikolaevich, when the Navy Ministry assigned their barracks to the Ministry of the Imperial Court. Sometimes these two approaches were combined, as in the case of the palace of Grand Duchess Maria Nikolaevna, when private property was bought and a governmental building was taken with a compensation of the institution’s removal. In conclusion, the author states that from then on the Ministry of the Imperial Court not only practised these methods but also modified them.
