The monitoring aimed to examine scholarship distribution and determine whether it needs to be regulated due to the enactment of the Federal Law “On Education in the Russian Federation” adopted on 29 December 2012. We studied how well Russian higher education institutions comply with the regulatory and legal acts on scholarships. The key aspects of our research were: lawfulness, independence, good faith, confidentiality, information transparency, and fair treatment. Further, we identified the optimal criteria for issuing scholarship to a student based on his/her performance. These criteria formed the basis for a model aimed to monitor the use of student scholarship resources at universities and contributed to the development of mechanisms for effective distribution of the scholarship fund. Using these criteria, we set policy objectives of legal training for the scholarship committee to enable them to use the scholarship mechanism to motivate students and improve the quality of education. To ensure a high quality of education, it is important to take into consideration students’ needs and create favourable conditions for their learning and development. The quality of education is regarded both as a composite indicator, taking into account personality formation and the conditions and results of the educational process, and as a criterion of the educational institution effectiveness and its conformity to regulatory requirements, social and personal expectations. At present, providing scholarships to full-time students falls within the state’s responsibility and is one of the ways to motivate students.
