This phenomenon largely supersedes the mechanisms of state power and becomes its backbone. Officials involved in corruption compromise the work of public administration, turning it into the instrument of crime. Especially dangerous is the ability of corruption to reproduce itself. Corruption, which became widespread in Russia in the early 1990s due to the lacking balanced system of state regulation of market economy, is nowadays the main factor of degrading public administration. The large scale of institutional corruption in Russia proves the measures taken by the state to be inefficient.
