Abstract

In the context of modernization of the system, local government and self-organization are increasing in importance. The paper studies the experience of non-profit organizations in the Arkhangelsk Region, their innovative social potential for sociocultural development of rural and urban settlements. Efficiency of reliable partnership between the government and society should be discussed at several levels: federal, regional, and municipal ones. This partner dialogue should concern the systematic concretization of the contract as well as finding new areas of cooperation that can strengthen the institutional system of our country and meet national challenges. Initiative and enterprise are the qualities able to involve young people in the activity of various civil society institutions.
