Abstract

The article deals with the process of forming the system of executives in the USSR in the 1920s. The main periods of this process are pointed out and the role of technical structures and political power structures is shown. A conclusion is made that the improvement of the governing system in the 1920s became one of the instruments of the struggle for leadership in the All-Union Communist Party (VKP(b)).
