Abstract

Based on the documents and press of the late 20th–early 21st century, the article provides a critical analysis of the reasons for major transformation in the Russian northerners’ views on the development of the Russian-Norwegian relations. In addition, the author presents the results of the 20-year cooperation between these countries within the Barents Euro-Arctic Region.
