Abstract

People transportation and various cargoes delivery to the coasts and islands of the Arctic Ocean are the urgent tasks in the scientific research, geological exploration and other expeditions, provision of drilling sites operations for oil and gas production, and the vital activity of settlements in the Arctic zone of the Russian Federation. The creation and management of transport infrastructure requires consideration of important natural and economic characteristics inherent in this region. The original approaches and mathematical simulation techniques in solving transport logistics problems should be developed. A method of unloading of a vessel using a helicopter is costly. Therefore, the search for the optimal geographical location for this operation is very important. The authors develop a mathematical model of finding a geographic position for the most profitable cargo delivery using a helicopter from a cargo vessel to the desired unloading points. Based on the developed model, we demonstrate significant time and cost saving in the Northern Supply Haul transportation to the hard-to-reach Roshydromet hydrometeorological stations in the Ob-Taz Bay area. We determine weight limitations of transported goods, taking into account the criteria of time and cost minimization, and the distribution of goods between different points. The solution is performed beyond the framework of the traditionally applied approach of the transport problem, which allows us to increase the accuracy and reduce the computation time. The authors develop specific recommendations for a ship cargo handling operation manager, taking into account possible options. The values and time expenditures for typical tasks depending on the cost of a helicopter hour and a vessel day are determined.
