Abstract

A.I. Smirnov, President of the National Institute for Global Security Studies, Doctor of History, Envoy Extraordinary and Plenipotentiary of the Russian Federation, Honorary Doctor of NArFU, is widely known in the diplomatic and academic world. He has written over 150 academic papers on international cooperation, which are published both in Russian and foreign languages. In his new monograph The Arctic: Network Diplomacy 2.0 in the Global Security Discourse, Smirnov investigates the problem of diplomatic information security in the Arctic, which can be ensured using new intelligent technologies. He studies international organizations as platforms of Arctic network diplomacy under global competition. He also traces the dynamics of the international legal status of the Arctic area, provides an overview of hybrid threats to the Russian Federation, as well as analyses conceptual and doctrinal approaches to combat them. Smirnov attempts to consider the Arctic as a kind of laboratory of multilateral network diplomacy based on the latest information and communication technologies.
