Abstract

The article examines the keys to success of the rector of Arkhangelsk State Teacher Training Institute (later, Pomor State University), Doctor of History, Professor V.I. Bulatov. It describes the process of his character formation and practical “secrets” of his achievements, highlights Bulatov’s purposefulness and democratic views, pointing out that he was always thinking big and long-term. The article dwells on the many years’ productive work of Professor Bulatov for the development of education and science in the Russian North. Using his talent, Rector Bulatov encouraged the teachers, employees and students in their forward-looking, creative work under extreme political and economic conditions of the 1980s and 1990s. Among the most important of Bulatov’s accomplishments we can name his rich academic heritage, focus of higher education institutions of the Arkhangelsk Region on research and economic development of the Russian Arctic, creation of the Pomor State University, establishment of broad international relations, and effective organizational work which in 2010 resulted in the formation of Northern (Arctic) Federal University.
