Abstract

The new law will determine the legal basis for the formation of the federal contract system, its principles,
stages and range of its participants. It is proposed to increase the number of ways to fulfil orders;
there have been introduced a tender with limited participation, a two-stage tender and a request for
proposals; some amendments to the existing procedures have been made. A serious business and
theoretical training and retraining of all participants of the contract system will be needed.
