Abstract

The University of Cambridge was founded in the 13th century. From that time on, a special system of relations between the university and the town started to evolve. An important part of it was the distribution of control and police powers between town and gown to deal with the frequent conflicts between townsmen and scholars. As a result, special officials responsible for maintaining order in the localities were appointed. All the University scholars had to be enrolled under tuition of a recognised master. At the end of the 13th century, a joint board consisting of townsmen and members of the University was established in Cambridge to try common disputes. In addition, scholars and clerks were granted legal immunity by the town authorities, while the responsibility for keeping the peace rested primarily with municipal officials.
